What is BIR e-Invoicing System?
The BIR’s Electronic Invoicing System (EIS) mandates covered businesses to generate structured electronic invoices for automated tax reporting. Under Revenue Regulations No. 11-2025 and Revenue Regulations No. 26-2025, covered taxpayers have until December 31, 2026 to comply.
If you are a large enterprise or run your own accounting or POS system, Taxumo connects to it through BIR EIS-ready APIs, or transmits your sales data to the BIR for you.
💡 IMPORTANT NOTE: Invoices must be structured electronic data (static PDFs and scans do not qualify). Setting up an EIS-compliant system allows you to claim a one-time tax deduction on setup costs: up to 100% for micro/small businesses and up to 50% for medium/large enterprises.
Who needs to comply with BIR e-Invoicing?
These taxpayers are required to issue electronic invoices under RR No. 11-2025.

- E-Commerce & Digital Businesses – Small, Medium, and Large taxpayers selling online, including merchants on Shopee, Lazada, and TikTok Shop. (Excluding micro-taxpayers)
- Large Taxpayers Service (LTS) – All businesses registered under the BIR Large Taxpayers Service.
- Large Taxpayers – Taxpayers classified as Large under the Ease of Paying Taxes Act (RA No. 11976) and RR No. 8-2024.
- CAS & Invoicing Software Users – Taxpayers using a Computerized Accounting System (CAS), Computerized Books of Accounts (CBA) with electronic invoicing, or other computerized invoicing software.
REQUIRED SOON
- Exporters of Goods & Services – Taxpayers under Sections 106 and 108 of the Tax Code (except those under Section 3(A)(4) of RR No. 11-2025).
- Registered Business Enterprises (RBEs) – Entities availing tax incentives under Section 304(D) of the Tax Code (except those under Section 3(A)(4) of RR No. 11-2025).
- POS System Users – Businesses operating Point-of-Sale (POS) machines.
- Other BIR-Designated Taxpayers – Additional taxpayers as required by the Commissioner of Internal Revenue.

Yes. Under RR 11-2025, businesses that implement a compliant EIS invoicing and sales reporting system can claim an additional deduction from their taxable income:
Micro and Small taxpayers: 100% of total setup cost
Medium and Large taxpayers: 50% of total setup cost
This applies to both required and voluntary adopters, and can only be claimed once, in the year the setup is completed or the final payment is made.
